Culpeper County supervisors voted Aug. 6 to modify a 1998 county policy that had barred service and consumption of alcoholic beverages on county property so the Culpeper Library Foundation may serve alcohol at library fundraising events.
County Administrator John Eggerson told the board the 1998 policy included a blanket prohibition and that the library foundation requested a limited amendment to allow wine‑type events to raise funds for the library. Supervisors debated whether to limit the change to the single request or to adopt a broader amendment applying countywide when events comply with Virginia ABC requirements, permits and insurance.
One supervisor asked whether expanding the policy might increase county liability and recommended staff return with options and an insurance impact analysis. Another supervisor moved to approve the amendment as presented in board docs and ask staff to explore broader alternatives; the motion passed on a voice vote.
The board's action allows the library foundation to proceed with plans for fundraising events that include alcoholic beverage service under conditions set in the adopted board docs; staff will report back if the supervisors want a countywide policy review.
