Board accepts reading of updated SRO MOU; body cameras and public comment addressed

The Culpeper County School Board accepted the updated Memorandum of Understanding (MOU) with the Culpeper County Sheriff's Office governing school resource officers and agreed to post the document for public comment, administration said. The board approved accepting the MOU "as read" and recorded the vote 7–0.

Administration said an MOU has been in place since 2016 and that revisions were developed with the sheriff's office and school security staff beginning earlier in the year. Dr. Halk (administration) and Sheriff Chilton were present to explain changes. Dr. Halk told the board the General Assembly requires an opportunity for public comment on SRO agreements and that the division will place the revised MOU on the website for comment before a final approval vote.

Board members asked multiple implementation questions, including about SRO body cameras and student confidentiality. Sheriff Chilton and other county representatives said body cameras (Axon units) are being purchased in part with grant funds and budget savings, and that the department will follow FOIA redaction procedures and other privacy safeguards when handling footage.

The board also discussed the procedural question of "first read" versus "two reads"; administration and the sheriff explained the public-posting requirement and the timeline for final approval. No substantive change to the MOU was presented at the meeting; the board voted to move forward with the reading and web posting for comment.
