The Town of Culpeper council approved a conditional‑use permit for an accessory dwelling unit at 316 Monticello Avenue after a staff presentation and no public opposition during the hearing.
Town Planner Louis Pancotti told the council the parcel is zoned R2, the ADU — described in the record as an 864‑square‑foot one‑story structure with two bedrooms, a kitchen and a bathroom — was originally permitted as a garage in 1998 and was converted to a dwelling sometime after December 2020, based on photographic evidence. The property is served by a private septic system; staff said the applicant has paid the sewer tap fee for the main dwelling and is working to connect the property to public sewer. Planner Pancotti said building‑department approval and any modifications required to meet code must conform to the CUP conditions before a certificate of occupancy is issued.
Pancotti said the ADU meets the ordinance standards for unit count, minimum lot size, setbacks, maximum square footage, separation distance and off‑street parking. The Planning Commission considered the application at its Aug. 20 meeting and recommended approval to the council.
After a brief motion to accept the Planning Commission recommendation, council approved the CUP by roll call. Staff noted conditions tied to building‑department sign‑off and payment of tap fees prior to final occupancy.
