The Town of Culpeper council voted to adopt an amendment to the town subdivision ordinance intended to provide clearer standards for family subdivisions, town staff said.
Staff described the changes as addressing eligible family members, the number of divisions permitted, minimum lot sizes, remnant‑lot requirements, deed language and access and affidavit requirements. The amendment also establishes holding restrictions — proposed at 15 years before and after a division — to prevent immediate resale or speculative development.
Andrew, who presented the ordinance amendment, told the council the Planning Commission held a work session and a public hearing on the proposal and recommended approval. The amended provisions also clarify which zoning districts the rules will apply to and detail the deed and affidavit requirements tied to the holding restrictions.
Council waived the reading because the text was included in the recommendation and voted to approve the ordinance amendment. Staff said the amendments aim to provide predictable rules for families dividing property while preserving the town’s comprehensive‑plan objectives.
The ordinance received a council vote for adoption; staff will finalize implementation and follow‑up procedures.
