Culpeper council requires prior approval for Interaction Committee agenda items, adds standing agenda slot

Town staff presented a recommendation from the personnel and ordinance committee to change how Interaction Committee agenda items are managed. The committee recommended returning to the prior process (adopted before August 2010) in which council approved and referred items to the Interaction Committee rather than allowing the committee to add items without council referral.

Staff also recommended adding a recurring standing agenda item on regular council agendas where the council can discuss and refer items to the Interaction Committee. Councilmember Allen and others discussed topics the Interaction Committee has covered, such as transportation, schools and the town's growing population, and raised the possibility of including a school-board representative at the Interaction Committee table for issues that directly affect schools.

The council moved the personnel and ordinance committee recommendation, held a roll-call vote with members voting 'Aye,' and approved adding the standing agenda item and requiring prior council approval or referral of Interaction Committee items.

Why it matters: The procedural change reasserts council oversight over items that go before a joint interaction committee and creates a formal, recurring opportunity on council agendas to refer matters to that committee.

Next steps: Staff will place a standing Interaction Committee referral item on future council agendas and implement the prior-approval process.
