VDOT reports completed resurfacing, Smart Scale projects and gives update on AllPoints broadband permits

The 2025 pavement program is under advertisement with more than 50 miles of plant‑mix scheduled; Nesbitt said he will present awarded projects and paving lists to the board once contracts are finalized.
On Smart Scale and town projects, VDOT noted county and town submissions (Route 3, Route 669/Carricko Mills, a roundabout at Route 3 and McDevitt Drive, and other bike/ped enhancements); some projects are moving into design and advertisement with construction expected in the spring following utility relocations. Nesbitt estimated roundabout construction (Route 3/McDevitt) as roughly an 18‑month project.
VDOT also discussed a bridge superstructure replacement on Hazel River Road (Route 628) scheduled next year pending funding, and confirmed the county’s revenue‑share projects (Reba Road and White Shot Road) are approved but that funds will not be available until about 2028–2029.
On broadband: Nesbitt said VDOT has issued nine permits to AllPoints Broadband (two permits were canceled by the permittee and two additional permit applications were submitted for re‑issuance). He reported construction had commenced on three of the seven existing permits but that no permit segment appeared fully complete to VDOT; he said the county would continue to issue permits to keep crews available while the company addresses resource constraints.
