Personnel policy change: The board approved a personnel committee motion to modify the personnel management plan to provide a health‑insurance credit for retirees with 15 or more years of service who retire through VRS with unreduced service. The committee’s recommendation included qualifying employees of constitutional offices and an effective date of January 2025. County staff provided a current annual cost estimate of about $18,000 based on employees who meet the criteria today.
ARPA payroll authorization: The board authorized staff to expend and encumber the county’s remaining ARPA funds (approximately $7.4 million) to cover October–December payroll and to use any remaining funds as necessary for December payroll, as described in the ARPA allocation article.
Closed session: The board voted to enter closed meeting under cited Virginia Code authority to discuss citizen appointments to multiple committees and advisory bodies, a potential public contract where public discussion would harm the county’s bargaining position, and potential purchases of real property in the West Fairfax and Cedar Mountain districts. The motion passed and the board moved into closed session.
