Camden County Commissioners Introduce Multiple Contracts, Approve $15M Bond Substitution for Supportive Housing

Deputy Director McDonald presented Resolution 51, a bond substitution of $15,000,000 to provide funding for construction of a supportive housing facility intended to serve people experiencing homelessness. The resolution was introduced for consideration; transcript notes indicate the item was presented and will proceed through the county’s authorization processes.
Other notable items introduced or presented during the meeting included: - Roadway and public works contracts and funding insertions, including $49,900.75 for Thirteenth Avenue in Haddon Heights and $999,851.65 from Public Service Electric & Gas for Haddon Avenue improvements in the City of Camden. - A competitive-contract award for janitorial services to Pritchard Industries LLC for $2,439,707.31 (funding available $250,000 now; balance contingent on passage of 2025 temporary and/or permanent budgets). - A contract award contingent on a $1,000,000 bond substitution for the Cooper River Skateboard Park project (contract amount $913,410). - Authorization to contract with Volunteers of America, Delaware Valley to operate a temporary homeless shelter at the Reagan Building in Blackwood for $2,485,751, contingent on American Rescue Plan allocations. - Public safety and IT procurements including VIPER 9-1-1 telephone system equipment (total $792,865.96, funding contingent on future budgets), network security hardware upgrades ($116,693.29), and LiveScan fingerprinting systems ($48,202).
Several grant actions were ratified or authorized, including submissions to the Bureau of Justice Assistance for bulletproof vest grants and a county application to the New Jersey Division of Mental Health and Addiction Services for an innovation grant. One bid for floating golf balls for the county’s golf academy (approx. $312,024) was rejected as noncompliant and substantially exceeding the budget.
The board opened the meeting to public comment and recorded no speakers. It subsequently adopted a closed-session resolution under the Open Public Meetings Act to discuss personnel matters; a voice vote was recorded and the board entered closed session. After reconvening, the board reported there was no business to bring before it from closed session. The meeting concluded with a motion to adjourn.
Most of the presented contracts and funding actions were introduced for board consideration; several items and awards were explicitly marked in the record as contingent on passage of the county’s 2025 temporary and/or permanent budgets or on separate grant approvals.
