- Prosecuting services: The board approved a five-year contract with Cynthia Davenport of Davenport Law at $3,500 per month for prosecuting attorney services.
- Demolition contract: Abel's Land Services was selected as the low bidder to demolish a dangerous building at 204 East Walton and the services contract was authorized.
- KCI contract: The board authorized a contract with KCI Construction Company for wastewater treatment plant improvements (KCI was low bidder); the award accompanies the ARPA financial assistance agreement included in the budget discussions.
- Land-use and zoning: The board approved multiple planning items by ordinance, including an amendment to municipal code section 405.395 (notice to adjacent property owners), acceptance of a boundary adjustment plat for Andorra Estates (Mann boundary adjustment), and a package of rezonings, boundary adjustments, conditional use permit and site plan approvals tied to the Dobbs Tire and Auto Center development at 601 N. Highway 47.
Motions were moved and approved by roll call across these items; the transcript records the consistent tally of "bill passes 4 to 0 with 2 absent" for many of the items. Several approvals had prior Planning & Zoning endorsement—often recorded as 9–0 with one absence—before the Board’s final vote.
