The Northlake Town Council approved two voluntary annexations and later, after executive session, approved a development agreement with Falcon Commercial that unlocks an industrial development south of the speedway.
Staff presented voluntary annexation material for Hawthorne Estates (final plat approved, development agreement originally approved Feb. 2020) and the Northlake Business Park (development agreement approved Feb. 2023). Council held public hearings with no public speakers and approved the Hawthorne Estates annexation unanimously. The Northlake Business Park annexation passed with a recorded 6–1 vote (Doctor Sessions recorded as opposed); staff emphasized drainage review and iterative engineering comments during discussion.
After an executive session, staff introduced a proposed agreement with Falcon Commercial for a tract formerly associated with TXI (now Martin Marietta ownership noted). The agreement, approved unanimously, does not include a tax abatement but provides developer incentives including 50% waivers for building‑inspection fees, 100% waivers for impact and infrastructure‑inspection fees, and a potential ag‑rollback reimbursement tied to construction sales‑tax receipts (the town retains 1.25% for operations). Staff estimated the development would consist of roughly 1.4 million square feet of buildings, about $50 million in private investment and at least 50 full‑time jobs. Falcon representatives said the park is about 65% leased and thanked staff for responsiveness. Council and staff discussed traffic alignment, future street naming and policing needs for vacant buildings during build‑out.
Council instructed staff to continue coordination on drainage, street alignments and impact‑fee reimbursements and welcomed the developer to the town.
