Warrenton — The Board of Aldermen on Dec. 17 adopted the city’s 2025 annual budget that projects $17,483,000 in revenue and funds major capital work, city Finance Officer Megan Welder said.
The budget passed after the board read the ordinance and recorded a 4–0 vote with two members absent. Welder said two of the largest revenue components are the water and sewer utility and sales tax; the draft projects just over $6,000,000 in water and sewer revenue and a little over $7,000,000 in sales tax receipts.
The city’s total operating expenses across all funds were listed at $10,360,000, reflecting recent payroll increases from a salary study. Capital projects for 2025 total $20,894,000, which includes $12,500,000 carried over from 2024, Welder said. The general fund includes $950,000 in capital and funds the purchase of five new police trucks. The transportation fund is budgeted at $1,600,000 and the water and sewer fund at $5,700,000, with planned well, tank and tower maintenance and water-main work.
The budget also incorporates recently awarded federal ARPA funds intended for the wastewater treatment plant expansion. City Administrator Brandy Walters told the board the city has been awarded $3,159,753 in ARPA legislative funding for the project with a matching amount noted in the presentation.
The ordinance adopting the budget was read, moved and approved by roll call. The board’s action authorizes appropriations for fiscal year 2025 and sets the spending plan going into the new year.
The board signaled next steps include contract work tied to the wastewater expansion and continued planning for the capital projects listed in the budget.
