The Panama City Community Redevelopment Agency on Dec. 2 approved staff and consultant recommendations to hold a consolidated three-day charrette for the downtown Panama City marina, scheduled for Jan. 21–23, 2026.
Staff described two options presented by the consultant (listed in the packet): a two-part workshop with a listening session Dec. 17 and a multi-week schedule of stakeholder meetings, or a single three-day concentrated charrette. Staff and the consultant recommended the single three-day approach; staff noted the CRA previously funded the effort at approximately $122,000 at a prior special-called commission meeting. Under the recommended schedule, consultants would lead a kickoff and community workshop, develop detailed plans and financing recommendations through January and February, and return for a second community workshop in March.
Board members asked about schedule conflicts and how staff would be involved; staff said consultants would provide a schedule indicating which sessions require staff or elected-official participation and that no board member would be expected to attend all three days. A motion to approve the staff/consultant recommendation was moved and seconded and passed by roll call 5–0.
Staff said details and scope for the charrette would be provided to the board and public in advance of the January sessions.
