City council approves bond sales and awards multiple infrastructure contracts

Public Works and Utilities staff presented multiple project bids and recommendations for contract awards: Ken de Kiser recommended awarding the Walford Road upgrade (Sixth Street SW to ~1,350 feet west) to E & F Paving after 12 bids; Brandon Jennings recommended awarding the water pollution control feeder main extension (~10,000 linear feet of water main; engineer’s estimate $3.45M) to Boomerang Corporation; Doug Wilson proposed the First Avenue West and I‑380 ramp realignment (engineer’s estimate $640,000) and described Iowa DOT traffic safety grant funding of about $440,000 for the project; Ben Worrall outlined the 2025 curb ramp repairs package (100 ramps across 25 intersections; estimate $600,000). Jason Stancliff presented bids for the downtown library third‑floor roof replacement and recommended TK Roofing as the low, responsive bidder ($217,702).
Council adopted the resolutions to award each contract by voice vote. Staff listed construction windows (ranging from summer 2025 to fall 2026 for some projects) and noted minimal traffic impacts for many projects due to phasing and requirements that contractors keep lanes open during work.
