Council approves multiple contracts and ordinance readings; public comment centers on Pride flag and homelessness ordinance concerns

The Cedar Rapids City Council approved a slate of contract awards and ordinance readings during its June 10 meeting while also hearing extended public comment on the city's display of the Pride flag and a proposed ordinance addressing obstructing sidewalks.
Contracts and bids approved by council included a $492,942.39 contract award to Midwest Concrete for the Blairs Ferry Road NE sidewalk infill project (north side) and a $966,264 award to BG Brecke for FY26 on-call water service line repairs; both awards were adopted on voice vote after staff recommended the low bidders. The council also adopted a resolution approving plans and estimated costs for the City Annex and City Services Center renovation project (phase 1) and moved forward a $1.5 million (estimated) Gardner Golf Course ADA compliance project on a separate adopted resolution.
On ordinances, council approved on reading the replacement of Chapter 42 (solicitors and transient merchants), Chapter 42a (mobile food vendors), and an amendment to Chapter 62 (offenses against public peace and morals) that covers obstructing sidewalks or other public ways; the reading was moved and carried on voice votes. Council also approved readings for a zone change at 4051 River Center Court NE and vacating a 0.39-acre parcel adjacent to Prairie Ridge Drive SW.
Public comment at both the scheduled public-hearing comment period and the final input period focused heavily on Pride month and the decision to fly the Pride flag at City Hall and approve a Bridal/Pride festival permit. Circe Stumbo (Advocates for Social Justice) expressed support for the Bridal Fest permit but urged caution on the Chapter 62 ordinance, saying it could lead to increased citations or criminalization of people who are unhoused. Multiple residents, including Rachel Manders, Emma (they/them), Kat Power and others, spoke in support of flying the Pride flag and the Bridal Fest permit and thanked the council for the city's visible support.
Council approved the meeting agenda and consent agenda (which included the Bridal Fest permit) earlier in the meeting. Several items (including some rezoning requests) were deferred for more information; no final action was taken on those items at the June 10 meeting.
