Council approves reading to create Active Transportation Advisory Commission

City planning staff presented a draft ordinance to create a nine-member Active Transportation Advisory Commission and recommended the council hold a public hearing and approve the ordinance reading.
Haley (staff) described the commission's proposed role in coordinating trail and bikeway implementation, reviewing policies (such as complete streets and bike parking standards), monitoring performance metrics and supporting advocacy and education. The commission would be mayor-appointed with council support, have staggered terms, and a staff liaison in the community development planning division.
Isaac Davis, speaking during the public hearing, told the council the commission would help knit together walking, biking and transit and urged the council to support it: "By weaving together the pedestrian, the bicycle, the transit... we build equity, autonomy, accessibility," Davis said.
Councilmembers asked procedural questions and affirmed the commission's potential to support economic development and trail maintenance. The council moved and seconded approval of the ordinance reading (moved by Councilmember Todd; seconded by Councilmember Van Orny) and approved the reading by voice vote.
Staff said recruitment and appointments would follow if the ordinance is adopted at subsequent readings and that the commission would support plan implementation and outreach work already underway. Additional readings were anticipated at the June 24 meeting if the council proceeds to adoption.
