Senate bill S3737, sponsored by Senator Zwicker, would revise greenhouse-gas monitoring and reporting requirements. Proponents urged adoption of a 20-year global warming potential (GWP) time horizon to capture near-term warming impacts from potent short-lived pollutants such as methane; witnesses said methane's 20-year GWP makes it substantially more significant in the near term than CO2.
Witnesses representing environmental organizations and advocacy coalitions asked the DEP to adopt milestones, including a 2030 objective (50% reduction from 2006 levels) and to investigate satellite sensing and other technologies for near-real-time inventories. Industry and business groups expressed concerns about definitions and practical implementation; proponents said some amendments in the posted bill addressed these points and that continuing stakeholder conversations would follow.
After testimony the committee released S3737 with committee amendments by roll call. Sponsors and advocates described the change as a policy alignment with evolving science and recommended DEP rulemaking to implement specific monitoring milestones.
