Committee backs permanent Clean Communities outreach funding for single-use-plastics reduction

The Senate Energy and Environment Committee voted Feb. 10 to release S-3711, legislation that would make permanent the annual Clean Communities allocation for public outreach on single-use plastics reduction.
Witnesses including Marta Young of Clean Water Action and Doug O’Malley of Environment New Jersey described the program’s impacts and urged permanent funding. Mary Ellen Papard of the Community Food Bank said the network of distribution sites continues to need reusable bags; she and others cited an estimate that about 200,000 reusable bags have been collected and redistributed through the program.
Sponsor Senator McKeon indicated a minor wording correction would be included in committee amendments (changing references to “distribution” to “redistribution” where appropriate). The committee approved the motion to release with committee amendments and recorded affirmative roll-call votes from the senators present.
The bill now proceeds to subsequent legislative steps; committee members said they hope the clarification to the language will be filed as a committee amendment.
