Ingleside council authorizes mayor to request regulatory air monitors after residents cite emissions

Ingleside residents urged immediate air monitoring and the City Council authorized the mayor to sign a letter asking the Texas Commission on Environmental Quality (TCEQ) to install regulatory air-monitoring stations across San Patricio and Aransas counties.
During citizen comments, resident Debbie Farrell said the city should “please do this” and accused area industry of releasing harmful emissions: “Don't allow Enbridge ... and Yara ... to pollute our air with 66 tons of toxic ammonia fumes.” Charlie Boone, another resident, said optical gas-imagery flyovers showed emissions from Enbridge and other facilities and recommended both stationary monitors and OGI (optical gas imaging) to document releases.
At the council discussion (item 11), staff described the mayor’s coalition request and said the coalition is asking for at least two monitors while seeking additional units. Council members asked what compounds would be monitored (ammonia, hydrocarbons and others depend on siting and objectives) and who would interpret results; staff said TCEQ would be involved and the coalition prefers a neutral academic partner or university to host/interpret the data.
A motion to authorize the mayor to sign the letter passed on a roll call vote. The council’s recorded affirmative votes included Council Member Deel, Council Member Wilson, Council Member Pruitt, Council Member John Salinas, Mayor Pro Tem Tim Long, Council Member Julio Salinas and Mayor Adame. The motion carried.
What’s next: Staff and the mayor’s coalition will proceed with the request to TCEQ; specifics about monitor siting, the list of analytes monitored and final data-hosting arrangements will be determined through coalition discussions and TCEQ requirements.
