Committee members raised concerns about fiscal impacts and the potential for ratepayer-funded programs to shift costs; the rate counsel letter (dated 05/07/2025) was cited in committee discussion asking for alignment with existing programs.
Medicaid thresholds and summer termination protections: The committee also released A5472 (increase income threshold limits for certain Medicaid eligibility groups) after multiple advocacy groups registered in favor, and A5563, which would establish a summer termination program limiting residential shutoffs under specified conditions. Members raised concerns about a missing fiscal note for A5563 and sought exemptions for small, not-for-profit electric cooperatives such as Sussex Rural Electric.
Votes and next steps: Each bill was released by the committee with recorded roll-call votes; several members abstained on specific measures and sponsors and stakeholders said they will continue working on technical amendments (including exemptions, fiscal-impact clarifications, and coordination with BPU). Utility representatives indicated they had submitted proposed amendments to sponsors and will continue discussions before floor action.
