Residents say unpermitted running event closed county roads; board to issue violation

Residents described road closures that blocked normal access and said some people were unable to reach medical appointments. One resident told the board organizers used school buses and blocked multiple roads. "They figured Page County didn't have no rules, so they just do what they wanted to," a commenter said.
County staff confirmed the county had not issued a permit for the event and said the organizers had applied only to a town authority; staff described a plan to issue a notice of violation and pursue penalties under county authority, and to explore adding stronger enforcement language so an event that closes roads can be stopped and sanctioned. The county attorney and commonwealth's attorney were mentioned as parts of the enforcement path.
Supervisors said they were troubled by residents being effectively trapped and by the lack of coordination with sheriff's office, fire/rescue and the health department. Staff recommended issuing a notice of violation (penalties up to $2,500 were discussed) and reviewing the ordinance and administrative process for special events to provide clearer enforcement options.
The board asked staff to follow up with the town on event coordination protocols, to confirm how school buses became involved and to report back on enforcement outcomes.
