Ridgeview Overpass open; Fairview public works details pump station, paving and signal delays

Public works (James, speaker 10) reported infrastructure updates at the council meeting: the Ridgeview Overpass is open for frontage‑road traffic, several subdivision closeouts are underway, drainage work for the Foxglen swale is ongoing, and a Seward pump station connection should be complete and placed into service in November.

"The Ridgeview Overpass is now open," James said, adding that if the intersection can be front‑loaded for paving the town will seek to open it earlier in the first quarter; he said he would confirm a schedule after contracts and hard days are set. He noted some traffic signal work is delayed awaiting delivery of signal poles and described ongoing excavation and boring for seamless water pipe connections parallel to Highway 5.

James also reported Fairview Parkway bids remain valid through the November council meeting and that contractors asked whether they could mobilize earlier; staff said contractors could start work in November and noted staging arrangements for trailers and partial road construction. He described the Foxglen project as complete except for a ditch enlargement beside a residence and said the work will enlarge the swale to handle the correct acreage of runoff.

Council members raised resident concerns about soil piles at a private lot near Heritage Ranch; James explained the work is a geotechnical moisture conditioning procedure (excavation and re‑compaction) for a new home foundation and said staff will monitor the site.
