After a short public hearing during which a neighborhood HOA member spoke in support, Council Member 9 moved to approve the CUP as presented; motion seconded and passed by voice vote.
• Lawler billboards (US 75) — Approved (major warrant). Planning staff described proposed changes to nine Lawler-owned billboards (removing uplights, installing shielded LED downlights and increasing height at one location because of Ridgeview overpass reconstruction). Steven Thompson, asset manager for the Lawler family, spoke for the applicant; dark-sky advocate Gary Carter urged staff to verify luminaire shielding and consider numeric brightness controls for any future digital signs. Council moved, seconded and approved the changes by voice vote.
• Bentley Addition final plat — Approved. The council approved the final plat (commercial/medical facility) allowing dedication of necessary easements and site access.
• Fairview Parkway change order — Approved. Engineering staff presented a change order of $2,086,385 to add paving so county grant funds would not need to be returned; the change order keeps the total under the county-approved $11.4 million budget and advances four lanes for most of Fairview Parkway. Council Member 6 moved to approve the change order; motion seconded and passed by voice vote.
• ARPA funds obligation — Approved. Staff proposed obligating roughly $157,000 of remaining ARPA funds for two public-works fleet vehicles to avoid returning the federal funds; council approved the obligation.
• Appointments and administrative items — Approved. Council appointed John Stanley to the technology board and authorized votes for the Collin County District Board of Governors (Veronica Yost nominated). The council also authorized the town manager or designee to finalize sale documents for certain town-owned McKinney properties.
• Consent agenda — Approved, including corrected October 31 minutes.
What council said about procedure and next steps: Several items (notably the LDS temple mediated settlement) were described as steps in an ongoing process: the memorandum of settlement is nonbinding and the church must submit full plans to Planning & Zoning for formal review before binding council action. Engineering staff said the Fairview Parkway work is underway and TxDOT has agreed in principle to future extension pending traffic warrants.
