James, who presented the item, said Tree City USA requires municipalities to spend at least $2 per resident on tree preservation or maintenance; he said Fairview spent about $2.54 per capita this year. He described how the town meets the program’s other standards—having a qualified tree ordinance and an active tree board—and listed typical maintenance work covered by the spending figure, including parkway and park maintenance, shared maintenance on state right‑of‑way segments, and both in‑house and outsourced tree services.
Commissioners asked where the expenditures go and who performs the work; James said public works handles most maintenance, occasionally supplemented by outside tree vendors (he cited Advantage Tree Care among firms used previously). Commissioners also asked about tree removal and replacement obligations; James said trees removed for infrastructure conflicts (near utilities, lights, hydrants or obstructing sight lines) are not always required to be replaced under the program rules discussed.
With those clarifications, the commission voted to authorize town staff to submit the Tree City USA recertification application.
