Staff said the 1.12‑acre site is zoned CPDD in the urban transition subdistrict and that prior major‑warrant conditions—such as maintaining natural area north of the creek and meeting street‑tree and build‑to‑zone requirements—remain part of the approved plan.
Israel, the town planner, told commissioners that council previously approved the regulating plan and related major warrants and that this final plat is the next step in the development plan process. He said the plat dedicates internal access easements, a 10‑foot veil easement along the front, and reflects the landscape buffer required by the CPDD. The staff recommendation was approval.
Applicant representative McBroom said the developer accommodated resident requests by leaving the wooded area intact and removing a proposed trail. He told the commission the developer is ready to proceed once development plans are approved. When asked about timing, an applicant representative said construction would likely begin early next year if approvals and bidding proceed on schedule.
Chair opened the public‑comment portion of the item and, with no speakers present, the commission moved to a vote. The motion to approve passed by voice vote with no opposition recorded in the transcript.
