BSRB moves toward electronic licensing, pilots CE Broker for audits; survey shows AI use among licensees

Kansas Behavioral Sciences Regulatory Board Executive Director David Fye told the advisory committee on May 12 that the agency is moving to the state’s enterprise licensing system (Acela) over a phased rollout expected over the next two years and is working to digitize retention records and disciplinary files.
Fye said the board entered an agreement with CE Broker to help with auditing continuing‑education (CE) renewals. CE Broker offers a free portal for licensees to upload documentation; the board audits about 10% of renewals and can review uploaded materials directly in the vendor portal.
Several advisory members described using CE Broker. One member said uploading many CE entries (for example, 30 single-day entries) required entering each activity individually and took significantly more administrative time. Another member reported that once the learning cycle resets for an individual it isn’t always obvious how to upload CE for the new cycle. A committee member said they paid for the vendor’s optional paid version to access additional features.
Fye said staff will request uptake and usage statistics from CE Broker and explore better integration with the license renewal endpoint; he also said the BSRB has staged the CE Broker rollout in phases and has allowed licensees the option to use the portal rather than requiring it.
On the survey report, Fye said the draft report collected 236 responses from the master’s‑level professions (37.7% overall response). He highlighted questions on supervision, telehealth and artificial intelligence: 106 master’s‑level psychologists and 19 LCPs reported current use of AI in their practices. The committee asked staff to cleanse and finalize the report, prepare comparative cross‑profession summaries, and bring focused topics (supervision and AI) for deeper review at future meetings.
Fye also noted a separate vendor presentation at the board meeting (Bradley Guy, business development manager for EBOS) about an educational remediation option for disciplinary matters; the board may consider whether to refer that service to review committees in the future.
The advisory committee asked staff to collect measurable uptake data for CE Broker and to provide the licensing specialist who reviews training plans to answer supervision‑process questions at a future meeting.
