Pleasanton council selects advisors and contractors for wastewater upgrade and drainage work

Pleasanton’s City Council on a November evening approved a suite of selections and contracts to advance a planned wastewater treatment plant improvement project and related drainage work.
City staff told the council that only two firms submitted proposals for the financial-advisor role and recommended Samco Capital as the top-ranked firm to assist the city with applications for Clean Water State Revolving Fund loans and related financing. "We ranked Samco Capital as number 1 and Hilltop Securities as number 2," the city manager said when presenting the recommendation. Council then moved and approved selecting Samco Capital to provide financial-advisor services.
The council also approved Cantu Hardin Montoya LLP as bond counsel for the 2025 Clean Water State Revolving Fund loan. Staff said bond counsel will prepare necessary legal documents and provide opinions related to the city's authorization and issuance of indebtedness for capital financing.
On engineering and construction support, the council awarded a professional‑services contract to Mendez Engineering for design of multiple box culvert crossings on FM 3350 (east of Airport Road). The contract award amount was $77,900. Staff described next steps as relocating utilities, obtaining TxDOT permits, and pursuing supplementary funding through FEMA where applicable; staff estimated design would begin immediately and construction could be underway within the year if permitting and coordination proceed on schedule.
Separately, staff recommended selecting Schneider Electric as the city’s energy‑service company (ESCO) to implement a comprehensive utility‑efficiency and capital reinvestment project tied to facility upgrades and the wastewater effort. The ESCO selection and a related energy‑service contract (a separate agenda item) are intended to reduce annual utility consumption and produce guaranteed operational savings.
Council votes on these items were recorded as motions made, seconded and carried. The actions advance engineering, financing and energy components the city says are necessary to pursue a Clean Water State Revolving Fund loan and related improvements at the Atascosa River wastewater facility.
What’s next: Staff will finalize engagement agreements and begin coordination with TxDOT and other agencies, pursue FEMA and other supplemental funding, and proceed with design and procurement steps for construction.
