City staff presented the measure as a procedural fix aimed at preventing 3–3 tie votes on land-use items and making it easier for the council and staff to assemble full panels. “The whole intent of this is to, one, get away from a 3–3 tie and go to 5 members,” said Mister Morris, who walked the council through the proposed ordinance and the changes to appointment processes.
