The Bellmead City Council voted to approve its entire consent agenda on Nov. 12, authorizing grant applications and several contracts, including a $61,000 engineering and landscaping contract for Bremes Park and the purchase of a VISTACom 9-1-1 recording system.
The council approved a contract with Covey Landscape for $61,000 as part of a Texas Parks & Wildlife grant to begin landscaping work at Bremes Park, and authorized staff to submit a Texas Community Development Block Grant application to pursue matching funds. City staff also presented Resolution 52, to contract consultants to audit potentially unbilled or misbilled utility services; the vendor would recover fees only if errors are found, per the staff memo.
On the VISTACom recorder, staff and the public-safety chief explained the recorder is a separate system that records incoming and outgoing 9-1-1 phone lines and radio traffic, distinct from the radio-transmission consoles the council previously approved. City staff said the regional 9-1-1 board increased its contribution for the recorder from $15,000 to $22,000. The council discussed the item briefly and then approved the consent package in a single motion.
The motion to adopt the consent agenda carried after the city secretary polled the council. The approved items included: approval of Oct. 8 minutes; authorization to apply for a Texas community development block grant; acceptance of the city investment report; Resolution 49 to auction surplus equipment; Resolution 50 approving the Covey Landscape contract for Bremes Park; Resolution 51 to purchase the VISTACom recorder (with 9-1-1 funding); and Resolution 52 to contract to audit unbilled/misbilled utility services.
The council did not amend the staff recommendations. The approved landscaping contract will proceed as part of the grant timeline and staff said they will coordinate final scheduling and contract execution with required grant conditions.
