Board adopts permanent regulations tightening weapons training and armory controls

The Board of State Prison Commissioners voted on Dec. 19 to adopt two permanent administrative regulations intended to implement recommendations from an LCB use‑of‑force audit.
Director James Zarenda reviewed the changes: AR 3‑62 (weapons training and qualification) requires a firearms instructor to be present when staff practice and updates job‑titles to align with national standards; AR 4‑12 (armories and weapons control) narrows which staff may be assigned to armed posts, specifies authorized armory items, prohibits personal weapons and centralizes armory storage and inventory.
Attorney General Ford moved to approve both regulations together; the board approved the motion by voice vote with ayes and no recorded nays. The regulations had been issued previously as temporary administrative rules and were returned to the board for finalization after consultation with stakeholders including the correctional officers union.
Board members and NDOC staff said the changes were intended to improve safety, consistency across facilities and compliance with audit recommendations. The board will publish the finalized regulations in accordance with administrative rules procedures.
