House amends and passes transit tax referendum bill, sets effective date for 1991

The House amended Senate Bill 108, a measure tied to public choice on transit-tax amendments and light-rail authority, and passed it on final reading.
Representative Moody moved pink-sheet amendments that altered revenue split language — on one line changing a 50 percent figure to 75 percent and on another line changing 50 to 25 percent — and reinserted a special provision with an effective date. "This act takes effect, 01/01/1991," Moody said when moving the amendment, explaining the timing would allow further study and implementation before any referendum or statutory changes took effect.
Supporters argued the amendment gives Utahns the right to decide on aspects of light-rail transit during the next general election cycle. Representative Atkinson said he "speaks in support of the bill," calling it a step forward for the valley and necessary for future transit planning. After debate and the amendment votes, the clerk recorded the final vote as 43 affirmative and 20 negative; the bill will be referred back to the Senate for further action.
