House approves stronger local supervision for solid waste management

Representative White introduced House Bill 225 to amend the Solid Waste Management Act by replacing permissive language with a requirement that local jurisdictions supervise collection, transportation and disposal of solid waste. The sponsor said the change is intended to prompt counties and cities to address numerous open dump sites and to comply with federal Subtitle B requirements that will force closure of open dumps.
Opponents asked how the bill would affect very small communities that do not have organized collection; supporters and the sponsor pointed to options in the bill that allow counties to contract with other entities or for multiple towns to partner. Representative White said county commissioners largely support the bill because it empowers local authorities to pick sites and oversee compliance.
The House voted on HB 225; the clerk announced 43 affirmative and 22 negative votes. The bill passed the House and will be referred to the Senate.
