House approves recycling planning bill, directs agencies to begin paper-recycling plans

Substitute House Bill 330, a planning and procurement measure to encourage paper recycling by state agencies, passed the Utah House on Feb. 13, 1990 by an overwhelming margin and will be referred to the Senate.
Sponsor Representative White told colleagues the bill directs agencies to begin planning for paper recycling, authorizes the purchasing agent to allow agencies to buy recycled paper up to certain amounts and offers incentives so proceeds from sales of recyclables can support agency recycling programs or charitable uses. "This bill will tell our state agencies to start planning to look at a plan for recycling the paper out of their offices," Representative White said.
The substitute measure was described as a step that avoids immediate mandates and instead focuses on planning and market development; the sponsor said some agencies already recycle and the bill creates a mechanism for broader adoption.
The clerk reported the final vote as 66 ayes and 2 noes. The bill is referred to the Senate for further action.
