House adopts technical changes to child support guidelines amid federal rule concerns

The Utah House unanimously passed House Bill 106, a set of technical amendments to the statewide child support guidelines, by a recorded vote of 68–0. Sponsors said the bill makes small technical clarifications recommended by the standing review committee and seeks to bring state law into compliance with federal guidance.

Representative Kelly C. Atkinson introduced HB 106 as a committee-backed set of recommended adjustments. During debate representatives cited correspondence from the federal Office of Child Support Enforcement; floor remarks quoted Dr. David Smith to the effect that states should eliminate barriers to court access created by a requirement of a "substantial change in circumstances." The floor considered and accepted committee amendments; some members urged further action in a companion bill (HB 150) if federal rules require additional changes.

Opponents of immediate wholesale change warned that removing the 'substantial change' standard prematurely could flood courts with litigation and impose significant fiscal and administrative burdens. Those concerns were raised but did not prevent adoption of the committee amendments. The House placed HB 106 on the third-reading calendar and later recorded final passage; the bill was sent to the Senate for its consideration.
