House adopts amendments to SB110 to clarify physical therapist and chiropractor practice, passes bill

Representative Jensen moved pink-sheet amendments (dated in the floor packet) intended to resolve confusion between chiropractors and physical therapists and to clarify prohibited activities (including diagnosis, surgery, use of X-ray for diagnostic or therapeutic uses, and dispensing prescription drugs). Jensen told members the amendments were drafted with the Division of Occupational and Professional Licensing and agreed to by both professions in principle.
Opponents questioned whether the new language broadened chiropractors' scope. Representative Harwood and others asked whether a provision allowing a chiropractor to "treat a human being to prevent or correct bodily malfunction" could be read so broadly as to permit treatment beyond traditional musculoskeletal care. Jensen said the intent was not to expand practice and that the language aligns with existing code; he acknowledged he would review drafting questions raised on the floor.
After limited questioning and summation the House recorded 44 affirmative and 25 negative votes and passed SB110 as amended. The bill will be referred to the Senate for further consideration per normal enrollment procedures.
