House adopts amendment clarifying adoption-consent paperwork, passes HB 326 unanimously

Representative Brotzman moved to uncircle House Bill 326 (adoption consent requirements) and introduced amendments on a pink sheet dated Feb. 20 that clarify that a person who executes an adoption consent and is offered a copy is entitled to that copy and that failing to accept a copy would not invalidate the consent. "So it's just a very technical clarification," Brotzman said, explaining the amendment eliminates a potential misinterpretation.
Representative Valentine related a judicial example to underscore the need to clear statutory inconsistencies, and Representative Prostmann said the bill had the endorsement of judicial stakeholders and the Utah Adoption Council. The House adopted the amendment and proceeded to a final vote.
The clerk announced House Bill 326, as amended, had received 68 affirmative votes and 0 negative votes; the bill passed the House and was forwarded to the Senate for further consideration.
