House circles bill proposing higher driver’s license fees and requests amended fiscal note

Representative Bodley presented House Bill 52 on Jan. 28, a proposal to increase driver's license fees to shore up the Driver's License Division, which has run deficits in recent years. The sponsor said the original bill sought a $5 increase to make the division closer to self-sufficient; committee amendments had reduced that to $2. Bodley urged returning to the original $5 increase, saying updated figures show a larger shortfall.

Several representatives pressed for reliable numbers: Representative Goodfellow and others noted discrepancies between committee-provided charts and the new figures handed out on the floor, with differences of tens or hundreds of thousands across fiscal years. Representative Reese Hunter and others asked whether fees collected are retained by the division or flow into the transportation fund and then appropriated back; the sponsor explained the fees go into the transportation fund and are not a dedicated credit, so the division does not automatically keep the revenue it raises.

Because of the accounting and projection discrepancies, Representative Lewis moved to "circle" HB 52 and request an amended fiscal note. The House approved the motion; under suspension of the rules the members formally requested a new fiscal note and referral to the rules committee and legislative fiscal analyst to verify projections and ensure any fee changes are based on accurate numbers.

The sponsor said the intent is to address recurring deficits, keep the division operating adequately (including the Polaroid photography contract renewal), and consider satellite offices to improve service. Lawmakers asked that any fee increase not be used to pad other government areas and stressed that an amended fiscal note should show the programmatic impact of different fee levels.
