House calendar: committee referrals, several unanimous resolutions and votes advance to Senate
Summary
The Jan. 28 Utah House session handled committee assignments and adopted committee reports, recognized teachers, and passed several noncontroversial resolutions and bills (including HB158, HCR1, HCR2, HCR19 and HB55) by unanimous or wide margins while scheduling additional items for time certain.
The Utah House on Jan. 28 conducted routine business including committee referrals, adoption of committee reports, and a series of votes on resolutions and bills that were largely uncontroversial.
Communications from the governor and the Senate were read into the record, including notice that the governor signed Senate Bill 23. The Speaker assigned multiple bills to standing committees and the rules committee recommended several resolutions be placed on the third‑reading calendar.
Among measures advanced or passed by the House that day were:
- House Bill 158 (repeal of obsolete Civil War and Spanish‑American War veterans benefits): passed by voice vote and recorded as receiving 69 affirmative votes and no negatives; forwarded to the Senate.
- House Concurrent Resolution 1 (support for Red Butte Gardens and Arboretum): the House allowed cosponsors by suspension of the rules and passed the resolution 71–0; forwarded to the Senate.
- House Concurrent Resolution 2 (income‑tax deduction parity for health insurance premiums): explained as restoring parity for self‑employed taxpayers and passed 71–0; forwarded to the Senate.
- House Concurrent Resolution 19 (Utah Opera Appreciation Day): presented with remarks and adopted by recorded vote (70–0); forwarded to the Senate.
- House Bill 55 (publication of proposed administrative rules and an annual index of changes): sponsor Representative Valentine described the bill and its pink‑sheet amendments as primarily reorganizational and clarifying; HB55 passed 68–0 and will be sent to the Senate.
The House also placed HCR12 and several House bills on the calendar for specified times and circled house bill 87 for future action. The chamber adjourned to reconvene the following morning at 10:00 AM.
