House passes technical DOT reorganization bill that clarifies offices and environmental assessment role

House Bill 64, a committee bill to reorganize certain Department of Transportation offices and clarify environmental-assessment duties in conjunction with the Department of Natural Resources, passed the House 61–0 after brief Q&A.
Representative Brent H. Goodfellow, sponsor of House Bill 64, described the measure as largely technical and intended to streamline departmental language and responsibilities. "This bill changes that to the office of planning and programming," Goodfellow said, noting the bill also clarifies that one function is the development of environmental policies and impact assessments "in conjunction with the Department of Natural Resources."
Representative Stevens asked whether the duties described were already being performed and who presently handled them; Goodfellow replied the work was currently performed under a different office and the bill simply codifies the current procedure and clarifies offices and functions. Goodfellow said the bill also directs the department to recommend rules relating to security and safety for adoption by the commission.
Summation was waived, and the House voted to pass HB 64 by a recorded count of 61 affirmative votes and no negative votes; the bill will now be forwarded to the Senate.
