Representative Atkinson moved to refer the appropriation act back to committee and walked colleagues through the alternative “Budget 2” sheet she distributed on members’ desks. “What you have before you is a budget … some $91,000,000 roughly is the amount of money that’s being expended under this act,” Atkinson said as she explained the reprioritization that focuses new money on public education, higher education, human services and health.
