House approves several concurrence motions, short-circuit fixes and returns bills to Senate

The Utah House on Feb. 19 handled a batch of Senate returns and concurrence requests, resolving process errors and approving Senate changes to multiple bills.
Speaker: The chamber first addressed a goldenrod error that affected Senate Bill 13 (truth in taxation). Members moved to recall and reconsider the bill so the correct legislative paperwork could be used. After a floor explanation from Representative Stevens, the House approved SB13; the clerk recorded 60 affirmative votes and no negatives and the speaker signed the bill in the presence of the House.
The House also removed the circle on Senate substitute House Bill 38 (clean-air definition changes), accepted the Senate amendments that, among other things, direct the Tax Commission to file a report by 1997 on the bill's effects, and returned the bill to the Senate (56–0 recorded affirmative votes). The chamber concurred with Senate amendments to House Bill 43 to realign it with House Bill 51 and to House Bill 41, where the Senate changed a specified noncompliance offense from a class B to a class C misdemeanor; those concurrence motions passed by voice votes and those bills were forwarded to the Senate.
What happens next: The bills amended by the Senate will proceed back to the upper chamber for the president's signature; SB13 has already been signed by the speaker in the House chamber.
