House votes to reauthorize Utah Dairy Commission and add Dairy Wives president as voting member

The Utah House approved a reauthorization of the Utah Dairy Commission and a floor amendment to add the president of the Utah Dairy Wives Association as a voting member on the commission.

Representative Bill Wright presented House Bill 56 as a reauthorization and technical cleanup measure clarifying the Dairy Commission’s status as an independent state agency, adjusting district representation, changing assessment timing, and specifying audit reporting. Wright said the checkoff (a per-pound assessment) historically funded the commission’s promotion work and described committee-introduced technical amendments.

Representative Fox moved an amendment (pink sheet) to change one ex officio seat into a voting seat by adding the elected president of the Utah Dairy Wives Association, increasing membership from 13 to 14. Opponents raised concerns that adding a designated "wife" position imposed a gender requirement and could shift district balance; supporters argued the association is elected statewide and its members play a substantial role in the industry.

After floor debate—during which some representatives suggested alternative language allowing any spouse of a dairy operator to serve—members adopted the amendment and then passed HB 56 as amended. The clerk reported the final tally as 69 ayes and no negative votes; the bill was transmitted to the Senate.

What's next: The amended reauthorization will go to the Senate for further consideration; the House floor debate preserved the commission's district-based representation while adding the Dairy Wives association seat as a voting member.
