Rules committee sends bills to standing committees, places measures on third-reading and consent calendars

The Rules Committee, chaired by David M. Adams, reported multiple measures for printing and assignment on Jan. 20, 1992. The House adopted committee reports and the Speaker assigned bills to appropriate standing committees: Business, Labor and Economic Development; Education; Energy and Natural Resources and Agriculture; Health and Environment; Human Services; Judiciary; Revenue and Taxation; State and Local Affairs; and Transportation and Public Safety.
Key committee actions included recommending Senate Bill 52 be placed on the third-reading calendar under suspension of the rules and forwarding several House bills (for example, HB 21; HB 30; HB 40; HB 54; HB 79) to third-reading. The Energy, Natural Resources and Agriculture Committee (Rep. Lee Allen, chairman) reported favorably on a substitute for House Bill 25 and other measures and placed House Bill 127 on the consent calendar. The House also 'circled' several bills — a procedural step that sets them aside under consent-calendar rules — including House Bill 126 and House Bill 81.
The Clerk also reported that the president of the Senate had signed House Bill 51 and returned it for the Speaker’s signature. There were no recorded objections to these committee actions on the floor during the session.
