House tightens PAC/PIC reporting thresholds to $50

Sponsor Representative Robert A. Slack explained that the bill corrects an inconsistency: political action committees were required to itemize donations over $150 while PICs and statewide candidates had a $50 itemization threshold. Slack said the change creates parity and promotes accountability in campaign reporting.
Members questioned filing mechanics and timing. The floor exchange clarified that PACs would continue to file periodic summaries at the end of the year and seven days before primary and general elections, but contributions above $50 would now require itemization. Representative Pignanelli moved and the House, by suspension of the rules, inserted an amendment changing the filing-language to "on or before" to correct an unusual drafting point. The bill was adopted as amended and passed the House by a recorded vote of 54 affirmative and 15 negative votes; it will be transmitted to the Senate for further consideration.
