House unanimously approves clarification letting school foundations solicit without consumer-registration

House Bill 5, sponsored by Representative Nancy S. Lyon, clarifies that schools and institutions of higher education — and the foundations that receive donations on their behalf — are exempt from registration requirements with the Division of Consumer Protection for fundraising activities.
Representative Lyon described the measure as a ‘‘rather simple clarification’’ that brings language in statute into alignment with how districts and higher-education foundations currently operate. She told colleagues the bill simply makes explicit that foundations affiliated with schools fall within the statutory exemption and thanked members for their support.
There was no extended floor opposition, summation was waived, voting opened and closed, and the Clerk announced the bill had received 68 affirmative votes and no negatives. The bill was forwarded to the Senate for further consideration.
