House reauthorizes multiple boards and committees in HB46; appropriations, not sunset bills, control funding

Representative Huddle introduced House Bill 46 to reauthorize agencies, boards, committees and councils that were scheduled to sunset. Representative Jensen and others questioned whether reauthorization would prevent departments from downsizing or eliminating programs — the sponsor clarified that reauthorization authorizes existence but appropriations committees determine funding levels. Representative Huddle told members ‘‘we authorize their existence... the ultimate decision on the money part is still [the appropriations] committee.”
After a short discussion and waived summation, the Clerk reported that HB46 as amended passed the House with 60 affirmative and 5 negative votes and the measure was referred to the Senate.
