House organizes for special session, adopts rules and makes committee appointments

SALT LAKE CITY — The Utah House convened for a special session and immediately addressed organizational and procedural business before debating policy items.
Despite audio and microphone problems in the chamber, the presiding officer called the House to order and asked members to mark their attendance. The House adopted a motion to continue the same speakership, majority leadership and minority leadership that had been in place during the general session, and the Speaker appointed Carol Lee Peterson to serve as chief clerk.
The House also voted to adopt the same House and joint rules used in the previous general session for the remainder of the special session, and authorized the Speaker to appoint committees to wait upon the Senate and the Governor to inform them that the House was organized and ready to receive communications. Members also voted to suspend the reading of full bill titles on first reading for measures introduced during the remainder of the session, consistent with the procedural authority cited on the floor.
Those procedural actions were carried out early in the session to accelerate consideration of the substantive measures that followed. The House recessed at points for caucus and lunch during the set of actions recorded in the transcript excerpts.
