House passes consent calendar items and dozens of bills for third-reading calendar

During the Feb. 25 floor session the Utah House moved a set of consent-calendar bills and a rules-committee report covering numerous measures to the third-reading calendar. Items on the consent calendar that passed without extended debate included:
- HB402: Emergency Medical Services for Children program (Rep. Beverly Ann Evans) — regional protocols, pediatric EMT training, data surveillance and air-transport coordination; passed on voice vote and transmitted to the Senate.
- HB220: Utah State Innkeepers' Rights (Rep. Nancy S. Lyons) — clarifies lodging-establishment definitions, allows refusal of accommodation for visible intoxication or nuisance behavior, permits deposits (up to $500) for minors and requires a written promise to pay for damages; passed on consent.
The Rules Committee reported many bills be lifted and placed on the third-reading calendar, including HB310, HB256, HB270, HB360, HB397, HB268, HB271, HB381, HB312, HB167, Substitute HB308, HB378 and HB217. The floor also advanced several other bills by unanimous or lopsided voice votes (examples recorded in the session). The House then approved a motion to adjourn until 8 a.m. the following morning.
