House Urges State Assistance to Help YWCA Fund Elevator in Salt Lake City

The Utah House passed House Direct Resolution 9 on Feb. 2, asking the Department of Community and Economic Development (DCED) to assist the YWCA of Salt Lake City in locating grant funds to install an elevator in its three‑story facility.
Representative Evans, sponsor of the resolution, said the building houses programs that serve women from across the state, including transitional housing and services for survivors of domestic violence. Evans said the project is a roughly $190,000 elevator project and that the YWCA had raised about $150,000 from local contributions, including the LDS Church, Salt Lake County and Salt Lake City.
Representative Howard questioned whether the resolution was functionally equivalent to an appropriation because one line referenced encouraging DCED to provide $10,000. Sponsors pointed to a committee amendment (on the pink sheet) clarifying that the $10,000 language referred to locating funds from grants or other non‑general‑fund sources. After that clarification the resolution passed (floor record: 66 affirmative, 5 negative) and was referred to the Senate.
The resolution did not appropriate state general‑fund dollars but requested assistance locating grant support to complete the YWCA accessibility project.
