House Introduces Bill to Expand Coordinated Services for Children at Risk; Debate Deferred

Representative Nancy S. Lyon introduced House Bill 39 to expand a pilot for coordinated services for children at risk. Lyon said the pilot had grown from an initial 7 schools to 36 and the bill proposes adding 17 more of the state's 230 Chapter 1 schools. The measure would create a state council, local interagency councils and school-based case-management teams to pool education, health and social-service resources for at-risk children.
Lyon described findings from a task force and a multi-agency study that identified gaps in the service continuum, turf issues among agencies and a lack of a common vision. The bill's amendments add parent representation and other technical changes to steering-committee structures. Lyon and other members proposed amendments found on the pink sheets; floor debate was scheduled to resume after the noon recess and the bill will be the first order of business in the afternoon session.
No final vote occurred in the morning session; sponsors asked members to come back prepared to continue debate and to review amendments distributed at members' desks.
