House adopts conference report and passes capital facilities bonding bill after heated debate

The House considered a conference committee report for House Bill 442, a capital facilities bonding package. The conference committee proposed deleting the earlier second substitute and substituting a third substitute of the bill, a change the sponsor said was legitimate because the differing total bond amounts created an issue between the two chambers.
Representative Hickman moved adoption and floor members debated whether the committee’s handling of projects had been fair. Representative Olsen criticized the recent process and said the special checking associated with bonding negotiations cost "about $10,000 a day," calling for a special session and urging members to vote the bond down and return later with clearer priorities.
Other members described the process as a difficult compromise. Representative Foxman said members had given and taken in the true spirit of compromise and urged passage so the state could move forward.
After a failed motion to extend debate, the House adopted the conference committee report and then voted on final passage. The House recorded final passage of House Bill 442 as 40 affirmative and 35 negative votes; the bill will be transmitted to the Senate for signatures and further consideration.
